Handle tokens locked in the router contract during swap "surplus"

After #38 implementation, surplus might exist after swaps.

These surplus are currently locked in the router contract. Although these are small amounts, there should be some mecanism to handle these funds.

• Send to the receiver directly on ZetaChain
• Increase the tip of the fulfiller
• Add to a DAO or another address
