Summary
The changes introduced in this PR build the splunk-operator image on the ubi-minimal image for tests and building the docker image. The readme was also updated with information on the change. All smoke and integration tests were run on the GitHub pipelines before opening this PR.
Why this change is needed
With the creation of Jira tickets for vulnerabilities found from container scans on our repo, we want a way to build our image with the ubi-minimal base image to reduce unneeded libraries and remove vulnerabilities from our product.
