Reinstate spring-boot-starter-data-redis-reactive

In #10480 we've removed the reactive variant of the Spring Data Redis starter. Now that we have integration with all four stores, Redis is the only one that does not require a dedicated starter. It would help, especially for discoverability reasons, that we keep it nonetheless.
