Upgrade to Flyway 7.13.0 #27644
Description
This is noteworthy as Flyway 7.12 (we're currently on 7.11) has moved the setters for Vault configuration into a separate module that isn't OSS. That means that we can no longer try to set them and users of Flyway Teams will no longer be able to use configuration properties to configure Flyway's Vault support.
