Publish updated spring-mvc.xsd with resources element definition [SPR-7573]

Through #11776 support for mvc:resources has been added in Spring 3.0.4. Currently published neither spring-mvc.xsd nor spring-mvc-3.0.xsd mvc namespace schemas have this element. With spring-webmvc:3.0.4 as dependency there is no problem in runtime but during development this causes XML validation to fail.

Please publish updated spring-mvc.xsd and if agreed spring-mvc-3.0.4.xsd too.
