Update reference documentation regarding 3.1 schema versions [SPR-8922]

from the following URL, it seems as though the reference docs have not yet been updated to reflect the new schema locations of the Spring XML schemas:

They all seem to reference the 3.0 schemas...

Just realized this is actually a duplicate of #14644, which has already been resolved in 3.2.x, and which I will now backport to 3.1.4.
