Spring's ReloadableResourceBundleMessageSource not finding properties file [SPR-9755]

The issue is described in the above URL. Several people have encountered this issue before me and most have chosen to circumvent it by placing their resource in the classpath.

Wouldn't there be a way of providing a different message? A WARNING would be more appropriate than a DEBUG when a resource cannot be resolved?
