Update documentation to describe the resource handling additions in 4.1 [SPR-12117]

We have 16.17.7 "Serving of Resources" as part of configuring Spring MVC. That should be updated to begin with and possible another section added somewhere else to describe the approach with resource handling, versioning of resources, etc.

The Javadoc of ResourceHttpRequestHandler needs to be updated. It contains advice on adding a version string to the resource URL.
