This is by design: spring-jcl is a replacement for the standard commons-logging artifact, just like jcl-over-slf4j is. Make sure to only include one of those on your module path; we highly recommend spring-jcl since it is an effective bridge to Log4j 2 as well as SLF4J and JUL. If necessary, this means declaring explicit Maven excludes for commons-logging dependencies brought in by other libraries, just like you have to do for the common use of jcl-over-slf4j as well.
