DefaultLoginPageGeneratingFilter Matching of Query Parameters is Exact

The DefaultLoginPageGeneratingFilter uses exact which is fragile. This should be relaxed to not care about the order or if there are additional parameters.

NOTE: we will likely need to investigate this later as relaxing the log in page seems to cause some problems when custom logout is specified, the login page still matches.
