CommonsXsdSchema has issues with schema prefixes [SWS-305]

The CommonsXsdSchema has issues with XSD schema's which don't use a xsd prefix. For some strange reason, this only occurs when running web applications, not when running unit tests.

Adding an import of the targetNamespace seems to do the trick.
