Make Import-package: javax.wsdl.extensions.soap12 in MANIFEST.MF optional [SWS-324]

It would bi nice, if the Import-package: javax.wsdl.extensions.soap12 in the MANIFEST.MF file would be optional.
Otherwise: in an OSGi environment one have to provide a bundle with the javax.wsdl.extensions.soap12 package without using it.

I've made the whole javax.wsdl package optional, because it is only required for dynamic wsdl generation. When using the SimpleWsdl11Definition, for instance, you don't need WSDL4J.
