Move instructions for site authors to /README.md

Thanks to @mxz96102 and @weiguoz for the instructions lists in https://github.com/sql-machine-learning/sql-machine-learning.github.io/wiki/Site-Instructions. I think it would be even easier to find if we move them into /README.md. What do you say?
