Patch Changes

• Give the car priority over home battery charging at the main fuse. Reduce battery charging before cutting an existing car offer, with a fixed response timeout and the rated fuse limit still enforced. Restart the car when its minimum fits the measured room, and let it reach its requested power while the battery uses the space left over.
