Add Badger Scan: sponsor lead scanner (scanner/)

A separate app and binary (badger-scan) next to the badge printer.
Sponsors open a magic link + PIN and scan the LinkedIn QR already on
every badge (camera or a HID handheld scanner); each scan is matched to
the event's Luma guest list and kept in conversation order, with
hot/warm/cold + notes and a CSV export. Also accepts the Luma ticket QR
and typed emails. Offline-first queue on the device; append-only JSONL
storage. The printing app is untouched.
