Under some rare circumstances (e.g. custom GHC API code building custom ghc-internal package), GHC may try to load GHC.Internal.Prim without building it first. Allow this for backward compatibility.

This was closed upstream. The necessary fixes (for us) are in https://gitlab.haskell.org/ghc/ghc/-/merge_requests/14685. Which is in master, and 9.14, and not necessary for 9.12 |
