Establish a Cyber Resilience Act (CRA) documentation entry page

Description

The Cyber Resilience Act requires us to have certain documentation in place:

• Instructions for the user
• Information for Market Surveillance Agencies (MSA)

The latter does not have to be public but in our case with everything being open-source we can make our lives easier and just have one big "CRA hub" in our documentation which links to all available information. Some of that information will be relevant for MSAs and if there's anything we don't want to publish there we can always do the rest elsewhere.

Tasks

• Come up with a place for this new documentation page (where should it live in the tree)
• Prepare a PR which includes a bare-bones skeleton page
• Ping @lfrancke with the PR so he can create the content

Content

We will need more than this in there but this is what we already have today and can link to:

• A link to our coordinated vulnerability disclosure policy
• A link to our lifecycle policies page
• A link to our SBOMs and our SBOM help page
• A link to our contact information
• A link to our imprint

We can/and will add more content later
