Was having issues with the cirros instances failing to boot.
Hitting issues with dependency resolution. These can be added back when the issue is fixed.
This seems to be a change in behaviour. We want to be able to collect the artifacts after a run.
This is uses an adapted version of the tool shipped in refstack so that we can use refstack test lists unmodified.
