The kolla-ansible jobs were renamed from centos8 to centos8s when they
switched to CentOS stream. The Kolla pipeline must reference the new
names, otherwise the jobs will not run.

Currently we use couple of curl options throughout Dockerfiles, this change
adds all common options to curlrc (-sSLf) and removes usage of those in
Dockerfiles.

Also fixed conflicts added by I75927b6016bdb7577fbff354632bdab6407f359c
and I0bb8b2429906e698858f6b699e4c4d8bacc2dd74

kolla-publish-centos8 jobs (non-stream8) have been failing on
stable/victoria with the following error: 'base_tag' is undefined. This
is because the base_tag variable is only defined for centos8s jobs in
.zuul.d/centos.yaml.

Fix by checking if base_tag is defined.
