Code Review

This pull request updates the stackhpc.cephadm Ansible collection from version 1.19.3 to 1.21.0. The change is straightforward, but the new version includes breaking changes. I've suggested an update to the release note to explicitly mention these breaking changes to ensure users are aware and can update their configurations accordingly. Otherwise, the changes look good.
