Use an etc-hosts DIB element to add the test Pulp server to /etc/hosts in the image.
Adding Ark overcloud image sources and configuration option to use them.
Rename ansible playbooks handling overcloud host image promotion

This reverts commit f2f389f. This change was originally developed on xena however by the time it was in a state to merge into main there was no use for it outside yoga. The changes have been merged up to stackhpc/yoga where development will continue.
