Bump OVS versions to latest available on each distro
CentOS NFV SIG updates bring latest backports (including CT fixes)
Ubuntu Cloud Archive update brings OVS 2.17.5 (with similar level of fixes as CentOS)
Both also include patch for CVE-2023-1668
Ubuntu focal repo versions are updated to fix build problems (any Kolla OpenStack image
was unbuildable due to libssl breakage in openstack-base)
