[Windows] Trojan:Win32/Bulta!rfn Windows Defender Detected on 3.9.8

Tried to install 3.9.8 from both the website and the latest GitHub release.
Also installed 3.9.7, and it went through and installed without Windows Defender complaining

Looks like upgrading our electron-builder version might prevent this issue. For the record I wasn't able to reproduce this on either Windows 10 or 11.

I'm unable to install using the Windows Package Manager (WinGet):

I'm on Security Intelligence version 1.355.6.0 for Microsoft Defender.

Can you all test out 3.9.9 to see if it triggers Defender? https://github.com/standardnotes/desktop/releases/tag/v3.9.9

There's also Security Intelligence version 1.355.19.0 available, which seems to not trip any alarms for either 3.9.8 or 3.9.9.
