All nine chassis crates at 0.3.0, carrying specs 038 (native clients,
token lifetimes, bearer revocation), 045 (receipts and work claims) and
046 (named migration sets).

Tested revision: c7c0a8e4b9d1909bb0ff4a842a021107fa03c6a5, the squash
merge of pull request #87, which this tag names (039 D-18). Its tree is
the tree #87's checks passed on (governance, cargo gate, cargo-deny,
cargo package, the whole suite against the pinned rauthy), and the ci
run 36168311146 on main for this commit passed before this tag.
