AccountId.FromParser honours the VL length of an AccountID field (#287). A zero-length value, which rippled writes for a defaulted AccountID such as the Account of a UNLModify pseudo-transaction, decodes to "". AccountId.FromJson reads "" back as the zero-length value, so the field encodes back as 81 00. A length other than 0 or 20 raises FormatException. Hash160 gains a non-public constructor that admits the empty buffer
Uint8.FromJson and Uint16.FromJson read a number from a node built in memory from any CLR numeric type, including the uint that XrplBinaryCodec.Decode emits for a UInt8 or UInt16 field, and a base-10 string. A value out of range raises OverflowException
Tests: TestUPseudoTransactions decodes and round-trips mainnet UNLModify, EnableAmendment and SetFee blobs, the last two with the 20-byte zero account, and encodes the JSON rippled returns for the UNLModify; TestUUintFromJson
