Adds a basic call builder for the /liquidity_pools endpoint. #682

The builder can hit the endpoint as well as build a filter based on reserve asset(s).

Looks great! I'm happy to see a simple PR that will serve as a good example for the next ones 🎉 .

🤔 Why are you using ...assets here instead of just assets?

I thought it was a little more ergonomic as an API consumer to be able to do builder.forAssets(A, B, C) instead of builder.forAssets([A, B, C]).

Also, could you plz update the Changelog? I think we'll have a big changelog so it's best to update it in every incremental PR.
