An installed rlsbl no longer registers the test-coverage check outside its own source tree; strictcli floor raised to 0.42.0.

Fixes

  • An installed rlsbl no longer registers the cli-test-coverage check or touches .strictcli/ in the directory it runs from. Coverage is anchored to rlsbl's own source tree (strictcli 0.42.0's declared coverage directory), which an installed wheel does not have.
