A declared HTTP read, strictcli.Read(), is refused on any method other than GET, HEAD, or OPTIONS, so a read_only command or a dry run can no longer send a mutating request as a read.

Fixes

• [go-strictcli] strictcli.Read() on an HTTP method other than GET, HEAD, or OPTIONS is now a hard error naming the method, returned before any request is sent. Before, a read_only command could declare a DELETE (or any other method) a read, and under --dry-run the request was really sent while the preview said no changes were made.
