[INSTALL] semi got an installer working???

Got the installer extracted from 21390, until someoen can make sv32 installable, it's manual install only.
Just search up a damn tutorial on how to do that.

Since GitHub doesnt like >2GB uploads, I uploaded it to MEGA instead.
