Setup deploy hooks

We will need to setup deploy hooks to trigger deploys when the docs are updated in other repos: https://vercel.com/docs/deployments/deploy-hooks

this is done. I don't know how to add a failed check to a PR in another repo if the deployment fails, but we do at least have comments with links so the feedback loop will be much shorter
