Finish debug tutorial content and update redirect to it

There's a redirect in `learn.svelte.dev` for the debug tutorial. I see that there's a tutorial for it that's incomplete:

```

I'll point the redirect at the docs for now and if the tutorial is finished then the redirect can be updated
