closes #9582

Marking as draft to look at it with fresh eyes in the morning; also this needs some adjustments on the language tools and prettier plugin side, and ideally those land before this is released.

We should add some validation so people can't do snippet.apply(null, items) or snippet.call(null) or snippet.bind(null, arg) etc.
