Main motivation for this PR was:
Updates the publishing plugin and it's configuration, and CI task called (due to old namespace is to be deprecated and will be archived/NA).
And then it was fitting to:
Update dependencies where relevant
Clean and tidy up README
Improve CI workflow (test, linting, compliance and matrix tests on pr and pushes to master)
Add REUSE compliance
NO code changes. The update was tested also in real life on a module i found using it internal tests
I made an effort to do small commits as simplify each logic "task", but please squash on merge.
