404 not found for fallback development toolchain on macOS

I tried to download the PR-based macOS toolchain for Swift development from README, but the URL return a 404:

Should we download the required toolchain from the following link?

In general yes, however 6.2 is not compatible right now -- Track the resolution here: #232

For now it's recommended to stick to 6.0.2 as we work on making 6.2 compatible again
