This makes function names consistent with initializer names. Switch a number of callers over to baseIdentifier when they only want to deal with the base name.

We don't want to go through a demangler as part of binding generation. Instead of using the demangled name as a reference, use the full swift name, e.g.,
print(_:separator:terminator:).
