[AI Bundle] Default tools to false when not configured

It would be better to treat the absence of the tools-node in the configuration as tools: false. When working with multiple platforms, having not defined tools leads to exceptions.

I agree, but does it really throw an exception if not tools are configured?

Yes - I was testing with Perplexity and got the following exception: [ERROR] Error: Model "Symfony\AI\Platform\Bridge\Perplexity\Perplexity" does not support "tool calling". My assumption would be that such an error is raised when I explicitly configure tools but the model does not support tool calling.

Not really sure if this is the default, tbh. If a user defines a tool, it is meant to be used.

If an agent uses a platform, that does not support tool calling, we should register the the processor.

this config looks wrong, web_search should be under ai.agent, not under ai.platform. right?

not sure we should validate that tool calling capabilities at all - so basically remove the exception
