convert to new terraform workflow standards

• Add add_issues.yml to add all issues to the platform project board
• Add cron for checking for security vulnerabilities (checkov) in terraform & github actions
• Add PR checks that check for security vulnerabilities (checkov)
• Change tf-docs to use main branch to fix bug set-output deprecation
• Remove pr commenter (Broken and replaced by checkov scanning)
