Syncular 0.30.1

0.30.1 is a patch release for the TypeScript browser client's multi-tab
replica. SSP2 stays at wire version 3, there are no public API changes, and
every package and crate ships together.

• A promoted tab runs the calls it queued during the handover. When the
  leader released the Web Lock, the follower that won it unbound its link,
  queued new calls for the next leader, and then closed the link to install
  its own core, which rejected those calls with client.worker_failed ("the
  follower link was closed"). The tab's live queries kept that rejection as
  their coverage-claim error and never read again. __becomeLeader now hands
  the queued calls to the new core.
• A rejected coverage claim is claimed again when a leader serves the tab.
  0.30.0 claimed again only when a query left blocked. The reactive store
  now claims again for every live query with a claim error whenever the tab
  becomes the leader or binds to a leader, which also covers claims rejected
  during a handover or against a leader of another build. A claim rejected for
  any other reason still keeps its error until the last subscriber leaves.

A Diego browser check holds the Web Lock in a tab that answers nothing, and
in a tab that answers like 0.29.1, then closes it. On 0.30.0 the second tab
showed its notice and never loaded after promotion; on 0.30.1 it loads.
