This PR is a part of GSoC 2019.
In this PR I am integrating rrplugins with the libRoadRunner. Such that we don't need to have a separate build for rrplugins. I have integrated plugins as well but at the testing phase of tel_auto2000.dll, there are problems with the execution (auto.execute()) part of the plugin. I have also added differential evolution optimizer but it is not tested and some work is to be done in it. The last commit before the conclusion of GSoC is eab41cb. Please avoid the first 2 commits.
