Support cross-region deployments for Cloud Logs integration

Changes:

  • Split StackSet deployment into two instances:
    • One for bucket account (current region)
    • One for topic account (topic's region)
  • Updated StackSet template to handle cross-region deployments
  • Added documentation for cross-region support

This allows the module to work correctly when the S3 bucket and SNS topic are in different regions
