grep 3.11 Windows port 1

A native Windows port of GNU grep 3.11 (64-bit), with PCRE2 linked
statically: a single portable executable with no DLL dependencies.

What's new

• Streaming engine: no whole-file buffering, arbitrarily long lines
  and NUL-terminated records (-z)
• GNU-compatible output, context/group separators, -o, -q, -I and
  option parsing, verified byte-for-byte against GNU grep
• Windows Unicode support: UTF-8 command-line arguments, UTF-16
  paths with long-path (?) handling
• Full glob support for --include/--exclude/--exclude-dir
• 271-check regression suite, including 120 differential checks
  against GNU grep

Usage

Exit codes: 0 = match found, 1 = no match, 2 = error.
