Widen the agent-eval peer range to >=0.182.0 <0.191.0 and the
evalCompatibility() allowlist to include 0.190.0, so agent-runtime's
redaction-core migration (#1396) can install Knowledge alongside Eval 0.190.x.

pnpm verify:package: Verified with one installed copy each of agent-eval
0.190.0, agent-core 0.9.7, agent-interface 2.0.0, and zod 4.5.4 (strict peer
deps). pnpm verify:official-optimizers: 2/2 passed (gepa + skillopt bridges).
