* fix(deps): admit Eval 0.191-0.193.x in Knowledge's peer range

Widen the peer range to >=0.182.0 <0.194.0 and add 0.191.0, 0.192.0
and 0.193.0 to evalCompatibility's supported-minors list. It was
capped at <0.191.0 (17.1.5, #220), so no agent-eval release since
0.191.0 (2026-09-25) could install alongside this package.

Blocks tangle-network/agent-runtime's own matching peer bump
(fix/admit-agent-eval-0.19x) from actually resolving: Runtime depends
on Knowledge ^17.1.5, and pnpm's strict peer dependency check reads
Knowledge's declared range, not just Runtime's.
