fix(deps)!: require Interface 3 and Eval 0.209

`pnpm run verify:package` failed on main: `agent-core dependency on agent-interface declares ^3.0.0, which does not admit installed 2.16.0`. agent-sdk published Agent Core 0.10.3 (which requires Interface `^3.0.0`) and Interface 3.0.0 at about 07:00Z. Every Eval release through 0.208.2 requires Interface `^2.13.1` but admits Core `^0.10.2`. A fresh Knowledge consumer on Interface 2 therefore installs two Interface copies. Eval 0.209.1 (agent-eval#952) is the first Eval release on Interface 3.
