fix(deps): qualify Knowledge for Eval 0.210 and 0.211

Eval 0.211.2 is the first Eval release that prices `gpt-6-luna`. Knowledge's agent-eval peer range stops below 0.210, so Runtime and every app that installs Knowledge stay on Eval 0.209 and record no cost for luna turns.
