Graduates charts from 0.x with no code change: 1.0.0 is 0.21.25. On 0.x every minor is breaking, so consumers held narrow windows (5 such minors in 72 h). From 1.0 consumers use `^1` and compatible changes ship as patches ([release versioning](https://github.com/tangle-network/agent-runtime/blob/main/docs/release-versioning.md)). After merge, tag `v1.0.0` publishes it.
