Retain static Gantt accessibility and Brand motion roles

Retain image semantics for Gantt figures without interactive lane selection, while selectable timelines remain accessible groups. The maintained publication preflight caught this regression before npm publication; no test expectations were weakened. Open-lane activity now also uses Brand's ambient motion role.
