Move version-history drawing and layout into Charts

Discovery currently owns a private version-history renderer and layout engine in agent-record. Move that presentation into Charts as VersionGraph and layoutVersionGraph; the paired record change removes the private drawing, geometry and CSS while preserving Discovery controls, scored chips and inspectors.
