* chore: update tari dependencies to latest published versions

- tari_engine, tari_engine_types, tari_ootle_common_types 0.40 -> 0.41
- tari_ootle_wallet_sdk, tari_ootle_walletd_client 0.42 -> 0.43
- tari_template_lib_types 0.31 -> 0.32
- tari_ootle_template_metadata 0.11 -> 0.12
- ootle_serde 0.5 -> 0.6
- bump the offline `tari template init-metadata` fallback for
  tari_ootle_template_build to 0.12 to match
- lockfile: tari_bor 0.15.0 -> 0.16.0; ootle_byte_type 0.12.0 -> 0.13.0;
  tari_template_abi 0.19.1 -> 0.20.0; tari_template_lib 0.31.1 -> 0.32.0;
  tari_template_macros 0.22.1 -> 0.23.0; tari_ootle_address 0.10.0 -> 0.11.0;
  tari_consensus_types, tari_ootle_transaction, tari_template_builtin

Bumps `tari-ootle-cli` and `tari_ootle_publish_lib` 0.26.0 -> 0.27.0, along
with the path dependency requirement on `tari_ootle_publish_lib`, for the
tari/ootle dependency update in this branch.
