Docs Cleanup and Release Prep

This PR is meant to improve and fix things for the release.

• Removes all Stub items we won't be finalizing for the release
• Removes WIP from docs that are done or likely will only see minimal changes
• Plugin docs fixes and touches for permissions
• Streamlining plugin docs

Additionally fixes:

• [docs] v2 Sidecar Rust example is missing init() #2704
